Created in 1999, the Eiffel excellence programme targets foreign students at Masters and Doctorate level. Its aim is to support excellence in training and research in France and to train the elite from partner countries.
Since its launch, this programme has funded thousands of scholarship students representing 122 nationalities from countries with which French institutions have established strategic relations, with the support of diplomatic representations.
Supported and financed by the Ministry of Europe and Foreign Affairs, a call for applications is launched every year in conjunction with Campus France. The higher education establishments taking part in this programme work with the candidates and teachers to present the best shortlisted applications at the beginning of January, before a panel of experts makes the final selections.
The programme has two training components:

A Master's component, which provides funding for a course leading to a Master's degree lasting a maximum of 12 months for enrolment in the second year of a Master's programme (M2), and a maximum of 24 months for enrolment in the first year of a Master's programme (M1);

A Doctoral component, which provides funding for 12- or 18-month placements for doctoral students who are in the process of completing their thesis, under international co-supervision or co-directorship, and 36 months for first-time doctoral students.

The Eiffel scholarship programme, developed by the Ministry of Europe and Foreign Affairs, enables French higher education establishments to attract the best foreign students to degree courses at master's and doctorate level. It is designed to train future decision-makers from the private and public sectors in priority areas of study, and to encourage applications from students from emerging countries at Masters level and from emerging and industrialised countries at PhD level.
